actually under the DMCA descrambling is "copyright protection
circumvention" and therefore illegal. indeed the device to do the
descrambling is a "copyright circumvention device" and therefore illegal
to possess, use, sell, etc.

its not a law that is part of the FCC's juristiction, and it quite recent 
(indeed im not shure the courts are done figuring it out yet)
