On the test boards that I did I just used one jumper with a row of
grounded pins and a row of digital I/O pins and another jumper with
a row of grounded pins and the other I/O pins.  I think this is ideal
for testing.  If you want to jumper it one way to test one thing and
another way to test something else it is easy.  If you know you are
going to use it to generate video for an RGB monitor you could put
a connector right on the board.  The same for everything else.  If
you know the application you can select the appropriate connectors, but
for testing I don't think you want to limit the things that can be
tested too much.
